Paragliding in Bir Billing: Standard Operating Procedures

  • To inspect the use of dangerous paragliding gear.
  • Justification and regulation of a number of daily flights made by paragliders.

The following tasks have been assigned by the government for departments to carry out:

  • The member of the technical committee who has been notified by the government in accordance with rule 6 of the HP aero sports Rule 2004 should regularly inspect the equipment used by associations and operators as per the prescribed frequency- The tourism department took action.
  • Every piece of equipment used in paragliding operations must be given a UIN (Unique Identification Number), which will be assigned by the Tourism Department in coordination with the relevant associations. In order to prevent the use of unauthorised equipment, it was additionally ordered that the basis of the UIN of the equipment, marks, or logos should be printed on the equipment in order to check the authenticity of authentication by the authorities at a glance, for example on the wing of the paraglider.   • In addition, it was ordered to create a computerized inventory of the equipment in coordination with the Technical Committee in order to assess how well paragliding equipment is being used and ensure the safety of those participating in this extreme sport. Equipment that has reached the end of its useful life or flying hours should be condemned and not permitted to be used again (Action by Associations in Consultation with DTDO).
  • It has also been determined that the Tourism Department will register the pilots and the operators, award each pilot a special code, and note their affiliation with a particular operator. Similar to how a pilot’s equipment can be mapped onto their ability to fly (Action by DTDO).

It was also decided that a mobile app could be created to include information about the clients involved in paragliding and that the record of registration of Associations, Operators, and pilots could be made online. It was determined that these information might be recorded in the Apna Kangra app and that the cost per flight should be fixed in a way that would make it easier to pay for the app’s upkeep and other operational costs. It was ordered that paragliding activities be regulated, and as a result, Apna Kanga App may be used to reserve paragliding slots. Additionally, a pilots’ online roaster should be implemented and managed to control the number of flying hours pilots receive as well as the fixation of fees every flight. Additionally, this will assist in keeping track of a pilots’ and equipment’s online logbook. The SDO’S(C) Dheera and Dharamshala for the creation of the App have been instructed to receive all pertinent data from the deputy director of tourism. – SDO’s Baijanth and Dharamshala take action.

It was ordered that more security personnel be deployed and more checkpoints be set up at the Indrunag and Bir landing and takeoff locations in order to improve the safety of the clients. The Home Guard deployment may be feasible, according to the Additional Superintendent of Police’s assessment of the situation, but a funding source needs to be chosen first. Following debate, it was determined that the operator would pay the responsible SDM a percentage or fixed sum for each flight in order to pay for the deployment of security officers at the paragliding locations. Depending on the volume of flights and the number of home guards, the SDMs with each operator shall determine the fraction or fixed amount. This decision is made by the Operators/Associations and SDO(c) Baijnath and Dharamshala.

A local technician was instructed to improve safety precautions for Tandem Paragliding operators. To monitor weather conditions, indiscipline, and other safety precautions, a committee or regulator should be established. This action should be taken by operators, associations, and SDO(c) Baijnath and Dharamshala.
